RULES

Article 1° – GENERAL TERMS
These terms and conditions are the guidelines for the XIII MARFICI call for inscriptions, and the development and organization of the event. Everything not contemplated in these rules and regulations will be decided by the Festival’s organization team. The acceptance of these conditions is implied by the only fact of participating in the selection process.

Article 2° – DATES
XIII edition of the International Independent Film Festival Mar del Plata (MARFICI) will take pleace on August 2017.

Article 3° – CATEGORIES

There are FIVE (5) categories regarding audiovisual production:

  • Documentary international competition
  • Short Argentinian competition
  • Parallel exhibition of Argentinian movies (short and feature length)
  • Parallel screening of international films (two-reelers and feature length films)
  • Screening of films produced in Mar del Plata (videoclips, short and feature length)

All the productions submitted should be labeled under one of these categories and fulfill the specified requirements of such category.

 

3.1 DOCUMENTARY INTERNATIONAL COMPETITION

-The film must have been finished after January 1st 2016.

-Filmmakers from all around the world can participate with only one (1) film. Additional films of the same director could be, however, shown in other no-competitive categories.

-Films of any length can be submited.

-The topic of the films in competition is open and we encourage the focus in new topics and the exploration of different points of view.

-We accept films produced in any film or video format, but the submission must be a digital video file.

-Sign up and reception deadline is  March 31, 2017.

-The copies can be sent following the guidelines included in Article N°4.

-The announcement of the films chosen for participation in the XIII edition of the Festival will be announced trough the Festival’s web site http://www.marfici.org. Directors also will be notified by e-mail only. The absence of an answer will cause the disqualification of the film.

-Only final versions of the films will be accepted for preselection. Films at work in progress phase, or similar, will not be considered.

We will be receiving just one copy of each production. This copy shall be the final version of the film, to be exhibited in a theater, with public. There are not going to be allowed any kind of physical copy (DVD, Blue Ray, DCP, etc). Read article 5° for more information.

-Copies with technical difficulties will not be accepted.

-The submited copies of the films will belong to the Festival, and will be added to our archive, but will be not be used without proper autorization.

-A Jury constituted by three (3) film industry professionals will assign the awards, consisting of a main award and several mentions.

-Everything not contemplated in the above rules and regulations will be decided by the Festival’s organization team.

-Participants agree to abide by all the rules and regulations described here.

 

3.2 SHORT FILMS ARGENTINIAN COMPETITION.

– Short films produced completely in Argentina, only. Only one (1) short film per filmmaker will be accepted. Filmmakers from any nationality can participate. Additional films of the same director could be, however, shown in other no-competitive categories.

– The short films should last at least thirty (30) minutes, titles and credits included.

– The film must have been finished after January 1st 2016.

– Any genre and theme will be accepted and we encourage the focus in new topics and the exploration of different points of view.

– We accept films produced in any film or video format, but the submission must be a digital video file.

– Sign up and reception deadline is March 31, 2017

3.3 PARALLEL SCREENING OF INTERNATIONAL FILMS.

– Films produced all around the world will be received without taking into account length or theme.

– No limit to submissions per filmmaker.

– We accept films produced in any film or video format, but the submission must be a digital video file.

– Sign up and reception deadline is March 31, 2017

-The copies can be sent following the guidelines included in Article N°4.

3.4. PARALLEL SCREENING OF ARGENTINIAN FILMS.

– Medium and feature films of any genre and theme finished from January 1st 2016 onwards will be accepted in this category.

– Only films produced in Argentina by Argentinean filmmakers, or foreigners with at least two years living in the country, will be accepted.

– We accept films produced in any film or video format, but the submission must be a digital video file.

– Sign up and reception deadline is March 15, 2017.

-The copies can be sent following the guidelines included in Article N°4.

-The announcement of the films chosen for participation in the XIII edition of the Festival will be announced trough the Festival’s web site http://www.marfici.org. Directors also will be notified by e-mail only. The absence of an answer will cause the disqualification of the film.

3.5 SCREENING OF PRODUCTIONS FROM MAR DEL PLATA

-The works selected will be part of the non-competitive category of the Festival called “Pinta tu aldea”.

-Videoclips, short films, two-reelers and feature length films made from January 1st, 2015 and produced within General Pueyrredón district by directors from such district (or having lived there for at least two years) can be submited.

-We will accept films of any theme and genre.

-Film-makers can submit more than one production without thereby terminating the possibility of participating in the shortlist of the remaining MARFICI categories with some of those works.

– Sign up and reception deadline is March 31, 2017.

– Films can be in any format.

-The copies can be sent following the guidelines included in Article N°4: Submission.

-The announcement of the chosen films will be published in the Festival web site http://www.marfici.org and also we will notify selected entrants by e-mail and phone.

-Only final versions of the films will be accepted for preselection. Films at work in progress phase, or similar, will not be considered.

Article 4°:
SUBMISSION

To participate in the film selection process, filmmakers must provide a preview link of the film, and the accurate access data. Filmmakers can use any platform of video streaming, but the link must allow to see the movie’s screening rendition.

This preview link must be available and with no changes until May 31, 2017

Is imperative for filmmakers  to provide a valid email address during the selection process. This email address will be the only official way of communicating with the organization, so it must be an active one and it had to be frequently used.

If the email has no answer it may cause the inscription of the film to be annulled.

Work in progress versions or similar will be disgarded.

Article 5
SELECTED FILMS

5.1. PROYECTION COPY OF SELECTED FILMS SENDING PROTOCOL

Once announced the films selected, each filmmaker will be asked to send the proyection copy of the film, wich must be a digital video file.

It will be given the necessary information in order to be able to upload a digital video file to our server. Also, filmmakers can use any other file sharing platform.

The following technical guidelines must be observed in all cases:

The sent file shall be an .mp4 file compressed by using an h.264 codec at 35 mb / s (Blu Ray quality). Also, it must be the final copy of the film, as it will be used for the screenings with public in the context of the XIII MARFICI Film Festival. They must not have any watermark, or any other technical matter capable of disable them from being screened.

If it is not possible to use the download link provided it may cause the inscription of the film to be annulled

Exceptionally, the organization may decided to use the preview link copy of the film for screenings. This copy has to adequate technical conditions.

The official announcement of the XIII MARFICI selection will be done on our web site www.marfici.org after June 15, 2017.

 

5.2. PRESS MATERIAL

If a film is selected, the Festival will notify the filmmaker, and then be asked to send the following press material: trailers, graphic pieces, stills and any other deemed relevant. These press materials will be used to promote the productions in: website, social media, press and publicity of the Festival.

 

5.3. COMMITMENT TO PARTICIPATE
Once the films are selected, they cannot be removed from the Festival’s program.

The assignment of all exhibition rights is made while filling the participation entry form. Read more information on article 10°.

 

Article 6
ABOUT NON-ADMISSION

Films presenting any of these conditions will not be admitted:

-Those which are not covered by Article 3° or those which do not fulfil the technical specifications required for each category in articles 4° and 5°.

-Those which are made before the date required in the specification of each category.

-If the preview or download link doesn’t work.

-If the filmmaker doesn’t answer the e-mails.

-Those which do not adjust the requirements of the current regulation.

 

Article 7°
ABOUT FILM’S SEND BACK

Selected and non-selected films will be retained by the Festival and will added to its archive, but will not be used without proper authorization.

 

Article 8°
SCREENING

-The selected films will be screened during the XIII Mar del Plata International Film Festival, in August 2017, using digital HD video files and digital HD video projectors and stereo sound.

 

Article 9°
JURY SELECTION

In order to assign awards and mentions of the competitive categories, a jury integrated by suitable personalities from the audiovisual world will be formed. The decision of the Festival’s jury will be unappealable.

 

Article 10°
RIGHTS

By submiting a film, filmmakers are giving the rights of exhibition to the Festival’s organization team. This rights will only apply during the context of the XIII edition of the International Independent Film Festival of Mar del Plata, MARFICI, in a maximum of three (3) screenings, exempting the organization team of the Festival of paying any fee, or payment for a screening fee, or similar.

 

Article 11°
PARTICIPATION

-The festival’s organization team may invite one person per movie to participate in the activities regarding the XIII edition of MARFICI. Those invitations will follow this guidelines:

MARFICI will only cover the cost of the bus tickets inside the Argentinean national territory, if necessary.

MARFICI will only cover the cost of three hotel nights and one meal per day, if the filmmaker was born or lives in another city.

If the filmmaker accepts the invitation, that implies a compromise to participate in the festival’s activities, interviews, prestentations, and all the effort made to put MARFICI in the eye of the public.
